A Rotorua man who sexually assaulted a 4-year-old girl in a Rotorua public library bathroom has been sentenced to community work and supervision.

Karl Shane Steiner, 39, a wheelchair-bound sickness beneficiary, appeared yesterday in the Rotorua District Court on sexual assault charges after the assault on September 18 this year. Steiner earlier pleaded guilty to the charge.

Rotorua police prosecutor Sergeant Stephen Coleman told the court Steiner followed the girl into the unisex toilets at the new library coffee shop area where he picked her up, placed her on his lap and touched her bottom. Steiner had followed the girl into the toilets about 30 seconds after she went in. The girl's sister saw him follow her and told her mother, who began banging on the door, which was locked from the inside. After about a minute Steiner unlocked the door and the girl's mother took her away and police were called.

Lawyer Louis Te Kani recommended the court adopt a sentence of community work and supervision as recommended in the pre-sentence report. "From the outset Mr Steiner regrets his actions and is very remorseful" Mr Te Kani said "his satisfaction for sexual gratification is clearly a need that needs to be assessed".

Despite the nature of the offence, Steiner had been deemed at a low risk of reoffending, Mr Te Kani said. Judge John Cadenhead said the nature of offending was troubling.

"The offending is quite clearly psychological," he said. "He has caused considerable hurt here. Not only for the victim but for the family of the victim." He sentenced Steiner to 200 hours' community work and 18 months' intensive supervision. On leaving court, Steiner was abused by members of the public. He would not comment when approached by The Daily Post.

A 39-year-old Galatea man confined to a wheelchair has appeared in court after the alleged indecent assault of a 4-year-old girl in the toilets at the Rotorua Public Library.

Karl Shane Steiner, sickness beneficiary, appeared before the registrar in Rotorua District Court yesterday charged with indecent assault of a child under the age of 12. He did not enter a plea to the charge and his lawyer, Moana Dorset, requested her client appear before a judge.

Police allege the girl was sexually assaulted at the library about 9.30am last Friday. Steiner was identified to police by library staff and arrested shortly after the alleged incident and banned from the library for two years. He has been remanded on bail to appear before a judge in Rotorua District Court on September 30.
