Background
Peterson completed a full 33 week Te Piriti programme in Auckland for sex offenders in 2006 but there was still a high risk of Peterson committing a further relevant sexual offence while in the community. The psychological report made in February 2007 rated his risk of reoffending based on the STABLE 2000 measure as being "high" and indicated an increased risk of sexual recidivism.
