Background
From Taranaki Daily News story Aug 4th 2006
A Hawera man who preys on young girls has been sentenced to preventive
detention for his latest sex offences.
Wilson Isom Ngeru (48) appeared for sentencing in the High Court at New Plymouth yesterday. The unemployed man had previously pleaded guilty to a representative charge of rape, assault on a child and assaulting a female. The summary of facts said Ngeru had repeatedly sexually violated a 13-year-old girl over a two-month period in 2004. The victim had been too scared to tell anyone.
On November 3, 2004, Ngeru kicked and punched the victim. He then assaulted a woman. The offending took place in Hawera. Justice Wild refused to continue name suppression, saying young women in the community had a right to know about Ngeru's offending. He said Ngeru had 55 previous convictions, including five for serious sex offences.
For nine months in 1988, he sexually violated two sisters aged between 11 and 13. In 1990, he indecently assaulted an 11-year-old girl. Justice Wild said Ngeru was controlling and manipulative towards his victims and showed no remorse. "You've done untold damage to the lives of four young women. "I regard yours as a clear case for preventive dentention," he said. Ngeru was assessed as having a moderate to high risk of reoffending. He was sentenced to preventive detention for at least eight years.
From a 1990 news report
A Stratford man was remanded to appear for sentence in the High Court in New Plymouth on two admitted charges of arson. Mr Liddington said that in March 1985, Willie Koro Ngeru (33) heard an Ohangai couple were slandering him around neighbours and friends. He went to their house and set fire to it. Despite fire brigade intervention, the $27,000 house was razed.
In July 1988, Ngeru was having an affair with a friends wife in Mosgiel, Mr Liddington said. There had been some dispute about her moving out of the matrimonial home and Ngeru made two attempts at setting fire to the flat the woman was intending to move into. The flat was gutted, inflicting $70,000 worth of damage. Ngeru will be sentenced on April 27th
