A parole board decision (24.05.10) states his psychological report assesses him as at medium/low risk of sexual reoffending and moderate risk of general and violent offending. In 2008 the board said in its decision "what really disturbs us is that over the whole of these many years he has been in prison and he came in at the age of 17, there has been no concerted or focused effort to confront the appalling offending which bought him to prison in the first place". Martinson had no previous convictions. He was to be assessed for a programme which the board withheld in its decision but was found not suitable for it. The board also said in its decision "we are not prepared to release Mr Martinson at the present time. The reason we are not prepared to do that is that there has been no serious offence-related interventions which are aimed at the evil which bought him into prison in the first place." Martinson has been in custody since May 1993.

"Carl Liam Martinson, aged 18, was last night found guilty of the rape and murder of Donnell Marie Wood in Palmerston North in May last year. Miss Wood's naked, muddy and battered body was found on a lawn garrotted by the strap of her handbag, after she was seen leaving a city nightclub with Martinson. He was remanded in custody for sentencing on December 5th"
