The two daughters of a man who sexually abused them as children have succeeded in having their father named, a move they say will explain to people they grew up around why they were so "odd " as children. Peter Brian Mancer, 72, of Upper Hutt, is serving a three and-a-half year jail term after pleading guilty to nine charges of indecent assault dating from the 1960s and 70s. In the normal course of events Mancer could not be named as having abused his daughters because it would be likely to identify the victims. However, this
week a High Court judge confirmed a District Court judge's decision allowing publication.
In Wellington District Court on April 13, Judge Mike Behrens, QC, had listened to one of the women struggle to stay composed while she read her victim impact report aloud. She said she thought every day of the "foul, horrible" things her deeply religious father had done to her. She said she had told people about what he had done and was not believed. She and her sister were unlikely to ever get over it. "I am not to blame, as I was so often told." She asked Judge Behrens to show them that they did matter.
One of the daughters was abused from the age of two or three years till the age of about 10, the other from five to 14 years old, prosecutor Tom Gilbert had told the court. The acts, including serious assaults that would amount to sexual violation under the current law, were repeated hundreds of times. He said the victims wanted their father's name published to explain to people they knew 30 years ago why they were such odd children.
