Information from The New Zealand Paedophile and Sex Offender Index, New 2004 Edition
Reports before the court described Kale as a menace to young children. In 1988 the judge expressly gave him a very light sentence in order that he might attend the Kia Marama programme. However Kale continued his sexual behaviour through all his treatment programmes and the authorities considered there was an "exceptionally high" risk of him reoffending. Kale was subsequently dismissed from that programme. He thankfully lost an appeal against this sentence in March 1993.
