Background
Has had multiple drug offences while in prison. He was IDU1 in 2006 and became in IDU8 in 2008. Parole Board decision 10.03.06 details a psychologist noted he was at "high risk" of re-offending, and the Parole Board decision 13.03.08 detailed he was assessed at being "medium high risk" of reoffending.

The Court of Appeal has sentenced three-time gang rapist Cedric Matthew Hapakuku to preventive detention, quashing an earlier sentence of seven years jail. The new sentence means Hapakuku will not be eligible for parole for at least 10 years and could be in prison indefinitely.
Hapakuku, aged 27, was sentenced this year by Mr Justice Greig in the High Court at Palmerston North for the rape of a 17-year-old girl. The Court of Appeal heard an application by the Crown Law Office for leave to appeal the sentence.
Sir Robin Cooke, presiding over a three-judge bench, said in his judgment that Mr Justice Greig somewhat understated the seriousness of the case. "Gang rapes in their essence involve the coercion, dominated or confinement of the woman by a number of men collectively while each has his way with her," Sir Robin sad. He said Hapakuku’s previous record suggested a finite sentence would lead to his becoming involved in another rape sooner or later.
