Justice Warwick Gendall said Gulliver had a "chilling, deviant, criminal propensity, and are a serious danger to women and children in the community." Pre-sentence, psychiatric and psychological reports all assess Gulliver of being at extreme high risk of reoffending. The judge said Gulliver should never be released into society again.
