Background
In 1992 Barker was sentenced to six and a half years for sex offences against children. On the day he was paroled he pleaded guilty to charges of further sex offences against children that predated the 1992 convictions. He pleaded guilty toa specific charge of indecently assaulting a girl under 12 and a boy under 12, and a representative charge of indecently assaulting a boy under 16. He was at the time an unemployed cutter.
