The Rotorua District Court heard Andrews was driving along Sophia Street when he saw the girls, aged 13 and 14, walking ahead. He stopped his car and as they walked past he masturbated. They ran away so he followed and committed the act again. The girls noted his personalised number plate and called the police. The judge said the girls experienced "real fear" as a result of Andrews' actions.
