Background
Manawatu Standard, Wednesday 18th June 2008
A man caught speaking to a young boy at a Jehovah's Witness church was served a three-month jail sentence in the Palmerston North District Court. Keith Valentine faced charges of breaching an extended supervision order which was put in place in May 2006. It prohibits him from associating or otherwise having contact with any person under the age of 16. But a church elder who knew of his history interrupted Valentine speaking to a young boy in the toilets during a service.
The boy was known to him and he was trying not to be rude by ignoring him, the court heard. Valentine reported the incident to his probation officer - but his excuse was that he was a "heterosexual bloke" with a history involving girls, not boys. Judge Grant Fraser said if it were not for the arrival of the church parishioner, who knew what would have happened. "We will never know if it was going to go further or not."
He had six previous convictions for offending of a sexual nature and showed a potential for high risk, Judge Fraser said. Valentine attended the church under supervision to help with his rehabilitation, but there were young children who attended also. "There is a need for deterrence and a clear need for protection of the community ... to protect the vulnerable people in the community that can be subject to your actions," Judge Fraser said. But Valentine showed no remorse for his actions and Judge Fraser sentenced him to three months' imprisonment yesterday - with the terms of his supervision order to continue on his release.
Valentine (aged 65) is an ex-Wanganui mayoral candidate
