The victim was the daughter of a woman he knew and was ten when the offences began. Three years later she told her grandmother because her mother wouldn't believe her. The girl told police that the abuse took place almost daily. When eventually the abuse was reported, Tobeck disappeared. Police stopped his ACC payments then arrested him when he went to Social Welfare to query the payments.
