Described by a sentencing judge as a professional criminal
In March 2006 Tipene telephoned Auckland Police about a bomb threat saying that a bomb was due to go off at Waikeria Prison a matter of moments after the call was received. This resulted in many people being evacuated from the prison and had caused significant expense and inconvenience to a huge number of people. He was paroled in respect of his Final Release Date but subsequently recalled after he left his address without permission, failed to report and reoffended again. He has incurred numerous misconducts and became IDU 1 to 3 from August to October 2006.
