Last August, recidivist sex offender Simon Edward Neumann, 25, was on extended supervision when he exposed himself to a boy, 12, in Invercargill.
Neumann, who had 26 previous convictions including several for indecent assault, was being monitored with an electronic bracelet and GPS tracking device when he lured the boy into his house and assaulted him. Corrections Department probation and offender services general manager Katrina Casey said the public was safer with the extended supervision scheme, but there was no way to stop reoffending completely. "We do whatever we can to protect people from child sex offenders.
There's not much more we could do short of curtailing (offenders') human rights." The rate for paedophiles reoffending against children was relatively low, she said. Other sex offenders on extended supervision include child-rapist Lloyd Alexander McIntosh, convicted of raping of a 23-month-old baby and a six-year-old, and assaulting an intellectually disabled woman. He is on the maximum 10-year supervision order. McIntosh was one of only two men on person-to-person, 24-hour monitoring for the first year of his extended supervision. He is now electronically monitored at all times. Wellington man William Walter Peter Vernon Tyler-Galerne is under a 10-year supervision order after sexually violating a 10-year-old girl.
