Background
NZ Herald story here
From Manawatu Standard story July 2007
Armed offenders squad members stormed a series of properties through Palmerston North yesterday following tip-offs on the whereabouts of a wanted violent criminal. Police are hunting Thomas William Milligan who faces four charges, the most serious being unlawful sexual connection and wounding with intent to injure. Detective Sergeant Gary Milligan, no relation, said police had been informed Milligan might be armed. AOS officers searched three separate addresses in Hallswell Crescent, Pembroke Street and Cascade Crescent but did not locate him. Mr Milligan said it was quite likely he was still in the area.
"We're very keen to hear from anyone else with any additional information or (Milligan) can always hand himself in and save us from visiting all his associates," he said. Cascade Crescent residents said police blocked off the street shortly before midday and no one was allowed in or out for over 30 minutes. One resident, who asked not be named, said he got "a bit of a fright" when he first spotted the AOS members on the street. "I thought they were coming for me at first, they look pretty menacing dressed in their black suits and hard helmets all armed up. They were even carrying one of those things you use to bust in doors. "It was all over pretty quickly really, I thought they might stick around and ask a few questions but they just left," the man said. Milligan is considered dangerous and should not be approached.
From Manawatu Standard story July 20th 2007
Wanted gang member Thomas William Milligan was arrested in Hawke's Bay yesterday after a tip-off to police. The patched Mongrel Mob member had been on the run for more than a month. Detective Gary Milligan, no relation, said Napier police arrested Milligan after they received information from the public and executed search warrants on three addresses. He was located at the third address early yesterday afternoon and would appear in Napier District Court today before being transferred to Palmerston North. A 21-year-old Napier woman has also been charged with harbouring a wanted person. Police would be opposing bail for Milligan, they said.
He is facing charges of trespass, aggravated wounding, unlawful sexual connection, escaping custody, breaching bail and breaching community work. Milligan sparked a lengthy manhunt after he failed to appear for trial last month on the unlawful sexual connection and wounding charges. The charges relate to an incident in November 2005 where he is alleged to have forced a 15-year-old girl to take drugs before having sex with her.Armed offenders squad members and police stormed four Palmerston North properties this month in the search for Milligan, who was believed to be armed, but failed to locate him. Police believed he was transported in the boots of cars and used a police scanner to avoid capture.
