Extract from the Parole Board decision regarding Koteka of 05.07.07
"The Board has come to the conclusion that the section 107 order should be made and it so orders."
Under s.107 a Parole Board may grant an order by the Chief Executive of the Department of Corrections to have an offender serve their full sentence "if it is satisfied that the offender would, if released before the applicable release date, be likely to commit a specified offence between the date of release and the applicable release date".
We are advised psychological reports reveal Koteka's risk of serious violent offending is "significantly greater than the risk accepted to exist in the average case." His behaviour while inside has been very poor. He has committed numerous offences including drug misconducts. He was classified as so dangerous that he was put in maximum security at Paremoremo.
