A daring scheme by a Mongrel Mob member to sneak out of Manawatu Prison to carry out a robbery before returning to jail and the perfect alibi was foiled by police and the Department of Corrections. A joint operation was initially planned to catch William Doctor with his associates on the outside. But the department decided instead to transfer Doctor and two other inmates to another jail in late April, said Opposition Justice spokesman Phil Goff. "The department got cold feet because it didn't want the bad publicity. It would have been hugely embarrassing," said Mr Goff.
Doctor (39) was jailed in 1992 for almost nine years for the manslaughter of Taumarunui vet Russell Steel. Mr Steel (58) died instantly after being shot in the back four times when he discovered two fugitives hiding on his farm at Omori, near Turangi, on July 29, 1991. A week later Doctor, who had skipped bail on sex charges, and Shane Carlos Broughton were captured by anti-terrorist and armed offenders squad members hiding in the attic of a Turangi house. Broughton (29) was convicted of murder and sentenced to life imprisonment.
Doctor was due for release this August but in 1993 five years were added to his sentence after he was found guilty of rape and unlawful sexual connection. Mr Goff claimed prison authorities and the police discovered the plot through an intelligence network. "He (Doctor) was planning a robbery and had the perfect alibi. He was going to take some unauthorised leave to commit an armed robbery with his gang associates. "When Mr Goff sought further details he said the department told him there was nothing to substantiate the claims. Corrections Minister Nick Smith told the Sunday Star-Times he was unaware of such a plan.
But Palmerston North police confirmed three un-named inmates were transferred from Manawatu Prison after fears were expressed they might try to escape during construction work at the prison to improve security. Mr Goff claimed the plot further illustrated lax security at many New Zealand prisons. Manawatu Prison was built as a borstal, he said. It was not secure enough for medium security inmates. Dr Smith admitted the prison required urgent security improvements and these were scheduled.
