Committed previous violent sexual offences under the name of Raymond George Te Par. The name Paul Dally was given him by the Justice Department. Has since claimed to be remorseful, and is claiming he is doing the best that he can now to change himself for the future. The psychological report now shows him to be at "medium/high risk" of reoffending in this way. The Parole Board however doubts that anything significant has changed in him. The Parole Board says Dally's risk remains "unduly high" in their opinion of something else terrible happening if he were released. However the Board is recommending his transfer to Self Care Units.
